R4 Zoning Update

The City of Ottawa is looking to improve affordability and availability of housing within the urban boundary by addressing the issue of the "missing middle" residential component within this City.


They are aiming to accomplish this by an update to the R4 zone which would allow an increase in the number of permitted units within certain R4 zones, while still maintaining roughly the same permitted building scale previously approved.


Previously, the by-law provisions created a situation that resulted in larger units in a certain building envelope. The proposed revisions to R4 will allow for smaller units in the same building envelope. Smaller units results in an increase in housing availability and affordability.
